  • Executive Director

The Executive Director will be based in London, but will be required to travel from time to time and ability to travel internationally is essential (on average not more than eight weeks per year).  The Executive Director will provide leadership to the organisation, playing a key role in setting its mission and strategies, developing policies and programmes, providing vision as to InterIghts' role within the human rights community and ensuring that the organisation's short and longterm objectives are realised within the framework of its mandate and values.

Salary is very competitive, in accordance with skills and experience. The salary scale ranges from £55,000 - £65,000 depending on skills and experience. INTERIGHTS currently provides a 5% contribution to a dedicated pension scheme rising to a maximum of 7% provided that the employee provides at least a 2% personal contribution. It is envisaged that this will rise to 8% with a 3% personal contribution in 2009.

The appointment of the Executive Director will be made permanent subject to the satisfactory completion of six months' probation.

  • Information and Publications Officer

INTERIGHTS seeks an Information and Publications Officer to manage its expanding publications work and website. This varied and interesting post offers an opportunity to be responsible for a range of highly regarded publications which provide a vital resource for lawyers and human rights activists around the globe. The post-holder will also help to shape INTERIGHTS' wider communication and outreach work.

The succesful applicant will hold a legal qualification (degree, diploma or similar professional experience) and have knowledge of editorial, design and publications processes. Experience of managing multiple projects and meeting deadlines is essential, as well and excellent written communication, copy-editing and proof-reading skills. Fluency in English is required; fluency in French is desirable.

Overview

Although in Central and Eastern Europe (CEE) and the Balkans*transitions away from authoritarian rule began more than fifteen years ago, many of the recently (re)emerged regimes still face significant challenges regarding the consolidation and quality of democracy. The current problems that must be addressed related to democratic governance may (or may not) be different than the problems that were confronted in early transition and in different world regions. Therefore there is a need for a thorough and comparative assessment of the current state of democracy in these countries, which can form a basis for future policy decisions to improve the quality of democracy.

By evaluating the state of democracy in the countries of CEE and the Balkans, this conference aims to generate theoretically-founded yardsticks for the evaluation and empirical evi-dence of the quality of democratic governance in the region that will be used for a future Democracy Forum (outlined below).

Using the categories in the framework applied by Freedom House for its 'Nations in Transit' (NIT) analysis (www.freedomhouse.org), we welcome papers that make a comparison of at least two countries in this region along any of the following dimension(s):

  • National Democratic Governance
  • Electoral Process
  • Civil Society
  • Independent Media
  • Local Democratic Governance
  • Judicial Framework and Independence
  • Corruption

PILI seeks Country Director (Beijing, China)
PILI is an international organization that advances human rights around the world by stimulating public interest advocacy and developing the institutions necessary to sustain it.

PILI has two major objectives in China: 1) to help expand the scope and effectiveness of public interest law networks advancing the rights of women, migrants and other vulnerable populations in China; and 2) to promote the provision of pro bono legal services to public interest organizations by developing a clearinghouse to match them with law firms. With additional funding and expanded programming in China, PILI is now opening an office in Beijing and creating a new position of Country Director. The Country Director will be PILI's chief representative in China, overseeing all programs, contributing significantly to further program development and fundraising, and representing PILI to donors and other partners. Leading candidates will be lawyers with demonstrated expertise and interest in legal reform and public interest law in China, as well as strong project management skills. The position offers a competitive salary and benefits package.

Key responsibilities

Strategy Development & Program Management

  • Contribute significantly to strategy, program development, and fundraising for PILI's work in China
  • Oversee implementation of PILI projects in China, including:
  1. Working closely with NGO partners on planning and organizing workshops on public interest litigation and advocacy
  2. Overseeing pro bono clearinghouse and building law firm constituency
  3. Monitoring partners' progress on preparing publications
  4. Managing additional projects as they develop
  • Liaise regularly with headquarters staff on status of projects and conduct internal monitoring, evaluation, and report writing
  • Provide technical assistance to partner organizations, particularly outside Beijing
  • Draft reports to donors
  • Represent PILI to donors, international and local NGOs, other partners, and government officials
  • Assist in the recruitment of Chinese applicants to PILI's Public Interest Law Fellowship Program

Management & Administration

  • Complete opening of Beijing office, overseeing minor renovations and furnishing and equipping the space 
  • Oversee financial management of office, preparing regular financial reports  
  • Hire and supervise Legal Officer and Administrative Assistant
  • Maintain regular contact with PILI senior staff on operational and programmatic matters
  • Regularly liaise with PILI senior staff in Budapest and NY on management, programmatic, financial and other matters

Qualifications

  • A law degree
  • At least 5 years relevant work experience
  • Significant project management experience
  • Demonstrated expertise and interest in legal reform and public interest law in China
  • Superlative communication skills, including fluency in English and Mandarin, both written and spoken
  • Willingness to travel regularly within China, as well as make regular visits to other PILI offices

Making the most of EU Funds for Roma

The initiative, called 'Making the most of EU Funds for Roma' aims at connecting the Decade of Roma Inclusion with EU development policy. Based on OSI experiences it will address various existing obstacles by complementing EU and national facilities and instruments available in various Decade countries. The initiative will contain multiple interventions and OSI starts the implementation of the first one: Project Generation Facility (PGF). For the implementation of the PGF, OSI/LGI is looking for a PGF Program Manager.

Position Summary
Responsible for the development, management and monitoring of the PGF in 5 target countries with full technical and professional responsibility for the PGF program implementation.

Duties
  • Building a network of Project Generation Facilities (PGFs) in all the five target countries and cooperate their work (announcing calls for tenders, applying a system of selecting National Partners)
  • Coordinating the work of PGF and the National Partners (organizes and assists the National Partners in the performance of their duties to collect, process and disseminate information from governments and supporting institutions)
  • Collecting information from Decade Secretariat and PGFs anchors and other sources; disseminate them through Internet and other means of communication.
  • Supporting the development and implementation of other interventions under the "Making the Most…" initiative and the work of the LGI Senior Program Manager
  • Reporting on program progress to LGI Senior Program Manager and the PGF Board
  • Overviews the design and implementation of a PGF Website under LGI.
  • Representing and presenting PGF at conferences, workshops.
  • Participating in preparing strategic reports and advocacy
  • Preparing materials for and reporting at Board meetings.
  • Follow up and monitoring of National Partners’ deadlines (Board decisions, audit and monitoring results)
  • In conjunction with the PGF Board, development of strategic goals and program budget
  • Overview PGF contracts and expenditures and affiliated administrative processes, i.e. project coding, database requirements, etc.
  • Oversees grant and contract payments according to OSI procurement policy requirements
  • Manage the national Partners’ auditing process.
  • Organize PGF Board meetings and the affiliated advance preparations
  • Liaise with other interventions under the "Making the Most…" Initiative
  • Reports to the PGF Board


Qualifications and Skills
  • Educated to university level
  • Good understanding of EU programming and funding
  • Good understanding and high level commitment to Roma inclusion and social justice based development
  • Knowledge of EU funding mechanisms and the role of various European and national, regional and local level institutions
  • Good knowledge of challenges of Roma inclusion
  • Excellent connection with Roma networks in target countries
  • Experience in working with Roma communities
  • Work experience with EU structural funds
  • Experience in managing similar scaled projects
  • Experience in drafting policy advocacy papers
  • Strategic thinking and leadership capacity necessary to reconcile a variety of interests and to forge a goal oriented partnership between key implementing partners
  • Thorough understanding of OSI mission and the Decade of Roma Inclusion

Call for Papers

A two-day seminar on Refugee Law in the Era of Globalization will be held in Brussels on November 12-14, 2008. Globalization has introduced a wide of range of transformations that have profoundly shaped contemporary refugee law and policy. We are seeking proposals for papers that explore some of the emerging legal issues that arise from one or several aspects of changes brought about by globalization. The analysis may be national, regional, or international in focus.

The conference will be hosted by The Refugee Law Reader (www.refugeelawreader.org), an on-line living ‘case-book' that is published by the Hungarian Helsinki Committee and aims to meet the changing needs of scholars and teachers working in the rapidly evolving field of refugee law.

Full funding for travel expenses, accommodation and conference registration is available for academics from EU Member States whose papers are accepted and who are either teaching or researching in the field of refugee law. Papers are also welcome from those coming from beyond the EU.
