ARD, Inc. is accepting expressions of interest from experienced Chiefs of Party interested in joining ARD's proposed team for the Government Citizen Partnership Project in Nepal.  The project will support the following objectives in the Terai region of Nepal: 1) Support to local government institutions; 2) Small-scale community infrastructure rehabilitation; and 3) Support for peace initiatives at the local level. The position will most likely begin in Fall 08 and will be based in the Terai region with some travel to Kathmandu.

Requirements include:

--Master's degree in public administration, engineering, international development or a related subject area.

--At least 7 years of progressively more responsible work experience in one or more of the following areas: infrastructure, conflict mitigation, management and peace building, capacity building of local communities, monitoring, and/or policy dialogue.

--Prior experience working with USAID, as a COP, Team Leader, or DCOP, is preferred.

--Demonstrated management and team building experience, preferably in developing countries with USAID programs, especially those requiring large programmatic flexibility and political sensitivity.

-- Previous experience in Nepal, or the region, preferred.

TECHNICAL AND FINANCE SPECIALISTS, NEPAL

Positions:

1) Finance and Contracts Specialist

The Finance and Contracts Specialist will be responsible for the review and certification of all financial reports, data tracking, small grant and other subcontracting, commodity purchases, and financial coordination for the contract.

2) Social Inclusion/Conflict Specialist

The Social Inclusion Specialist will ensure that the activity will strengthen the capacity of local peace committees and other local groups and local NGOs. He/She will build the capacity of the governance, accountability, transparency and participation marginalized groups in decision making processes to make a democratic and inclusive process. He/She will promote awareness and work toward reducing gender based vulnerabilities that will prevent gender based violence in future.

3) Engineering Specialist

The Engineering Specialist will identify community infrastructure activities in consultation with communities and promote participative rehabilitation and rebuilding. The Engineering Specialist will support subcontractors, local NGOs, local A&E consultants to plan, design, implement and manage infrastructure activities.

4) Monitoring and Outreach Specialist

The Monitoring and Outreach Specialist will develop, monitor and report the results and indicators of performance as per the Performance Monitoring Plan of the activity.  He/She will assist in identifying and selection of local subcontractors/NGOs/consultants for design and delivery of program activities. This position will also ensure that all activities are meeting USAID environmental regulations and ensure compliance with any identified mitigation measures.
