Title: Senior Development Officer for Civil Society

SUMMARY OF POSITION
The Senior Development Officer works with the Civil Society Division Director to set and achieve funding goals and implements the organization's development strategies.
RESPONSIBILITIES
Principle responsibilities include:
Analyze funding trends and contribute to overall strategy for new business development: identify priority areas (geographic and technical) and emerging opportunities; help achieve new business goals in civil society.
Monitor market intelligence and manage leads: track and monitor information from all sources and updating of the IREX opportunity management system, ensuring that bidding decisions are coordinated and effectively made.
Lead and support new business projects: analyze solicitations; create and oversee proposal teams; prepare technical proposals in collaboration with technical staff and partners; prepare cost proposals; oversee submission.
Contribute to organization-wide capacity in new business development: supervise junior development staff; train and mentor technical staff in proposal preparation; represent IREX at meetings, partner negotiations, and conferences.
QUALIFICATIONS
Excellent writing and editing skills
Contract and grant proposal writing experience for USG solicitations (specifically USAID) and other donors
Technical acumen in a field(s)/subfields related to civil society strengthening, good governance promotion, strengthening of minority rights, and/or integration of communications as a development tool
Demonstrated commitment to the role of civil society in development
Ability to work and lead in a team environment
Experience with monitoring and evaluation systems
Demonstrated organizational and budgeting skills Management and staff training experience
Experience living/working overseas preferred
Bachelor's degree; Master's degree preferred
Proficiency in a second language preferred.
